FPI has established a reputation of providing quality service with an innovative approach in resolving complex environmental issues. Additionally, FPI provides environmental support for developers, government agencies, planners, construction companies, and single family homeowners

Mel Rector

Florida Permitting, Inc. (FPI) was founded in 1989 by Mel Rector. Mr. Rector holds a B.S degree in Biology and a M.S degree in Environmental Engineering Sciences with graduate-level research on the restoration of natural ecosystems in the Florida phosphate-mining district. Prior to starting FPI, Mel served with DEP for seven years as an Environmental Specialist in the permitting and regulatory program reviewing permit applications for residential developments, phosphate mines, power line corridors, pipeline crossings, bridge replacements and stormwater discharges and provided expert testimony when required. Mel has over twenty-five years of practical environmental science experience involving wetland delineations, ecosystem assessments, habitat mapping, hydroperiod simulations, wildlife studies, environmental assessments, water quality, and biological monitoring.

John McKenna

John McKenna joined Florida Permitting, Inc. (FPI) in September of 2005 and holds a B.S. degree in Marine Biology. During his time with the company he has worked on a variety of project types ranging from agricultural well permitting to commercial and residential land development. As Environmental Manager he is responsible for managing all of the projects FPI is currently working on, maintaining contact with clients and contractors, and keeping up to date with the latest rules and regulations. John is also responsible for managing the Habitat Management Division of FPI, which provides wetland and pond maintenance services for many of our clients. He has also gained valuable practical experience in the areas of wetland delineations, wildlife surveys, Environmental Site Assessments (ESA), and biological monitoring among many other skills.
